But even now an examination of the list,

copy enclosed, of members of the Association shows that with the exception of the four Members of the Legislative Council mentioned in the letter addressed to you very few Europeans of standing and substance in the Colony have joined the Association, while only one Chinese

has joined although British subjects of any race are eligible and there are many hundreds of Chinese who are thus eligible.
